How will politicians spend Victoria’s pokie licence windfall?

As the November State election approachs the Victoria politicians are challenging each other over how the $1 billion revenue, hoping to be raised by auctioning off pokie machine licences, should be spent.
Ted Baillieu has suggested that the money could be spent on hospital upgrades and expansions.
There is general discontent amongst the public with the healthcare system and this windfall would present an exellent opportunity to help healthcare services.
However, the Government has stated that they do not yet know how much money the auction of the 27,500 pokie machine licences in Victoria will raise, and therefore cannot commit the money at this stage.
Mr Baillieu, however, said that if he won the November election he would use the money to provide around 2500 new acute hospital beds, rebuild run down hospitals and tackle various other much need projects in the healthcare system.
There has been the usual posturing between rival politicians as to how the pokie money should be spent.  No doubt there will be many worthy causes stating their claim.
Meanwhile money, in the form of taxation, that could be raised from regulating the online gambling industry in Australia is lost because Australians wishing to gamble online must do so on sites that are not located within Australian shores.
